MUSEUMS enable people to explore collections for inspiration, learning and enjoyment. They are institutions that collect, safeguard and make accessible artefacts and specimens, which they hold in trust for society.

1. INTRODUCTION 
1.1 All who work in or for museums and art galleries, whatever their job, contribute to the two fundamental activities that museums perform on behalf of society:

(1) acquiring, preserving and managing a collection; and
(2) making the collection and other material accessible to the public.

Operating a museum service involves a number of diverse functions. There are, however, two key activities:
